Wat als activering de-activering wordt?

In dit laatste artikel in een reeks van drie over armoede en mensen met financiële problemen komen drie vragen aan bod. Waarom is ondanks het activeringsbeleid sedert de jaren negentig de armoede niet afgenomen? Waarom werkt die activering niet? En als laatste waarom werklozen en mensen met financiële problemen dan toch nog door iedereen verguist worden als blijkt dat het activeringsbeleid van de regeringen werkt als een tang op een varken.

Het wettelijk kader van de Collectieve Schuldregeling behandelt mensen als bedrijven in faling maar in tegenstelling tot bedrijven worden ze wel voor de volle 100% aansprakelijk gesteld, wat niet het geval is bij nv’s, bvba’ en cvba’s.

Mensen degraderen tot hun boekhoudkundige waarde is wel bijzonder cynisch als je weet dat wie 850 € kan neertellen voor notariskosten en expertkosten, en een Besloten Vennootschap met Beperkte Aansprakelijkheid kan oprichten…

Van 2 tot 5 september vond in Istanbul het negende Internet Governance Forum (IGF) plaats. Plaats voor kritische stemmen was echter niet voorzien. Reden genoeg voor die critici om een paralelle event te organiseren, het Internet Ungovernance Forum (IUF). Op die agenda was wél plaats voor topics als censuur, surveillance, netneutraliteit en een voor iedereen toegankelijk internet.

EDRi-lid en co-organisator van het IUF Alternative Informatics Association zorgde voor een kort verslag. Maar hieronder nemen we een uitgebreider verslag over dat oorspronkelijk in het Engels verscheen op de blog van Reële Democratie Nu! – Gent.

Origin of the forum

 

For the first time since its establishment in 2006 the Internet Governance Forum (IGF) of ICANN [1] is paralleled with a protest forum, the Internet Ungovernance Forum.

Internet protests all over the world until now were addressed against national states and international organizations wanting to limit internet freedom and net neutrality or against those state and non-state services breaching privacy on the net, but this time a critique is formulated against the Internet governance itself by the Internet Ungovernance Forum. The announcement stated:

“We see that at IGF the most urgent problems of the Internet do not get the right attention. Due to the “multi-stakeholderism” format, the main perpetrators of many of the Internet’s problems, governments and corporations, are getting representation in IGF they don’t deserve. Given these circumstances, we decided to take initiative to defend the Internet as we know it and to create a space to raise the voices of civil society initiatives, activists and common people.”

Will Mark Zuckerberg run for President of the USA one day?

Will Mark Zuckerberg run for President of the USA one day? In a apologetic article in C|net about internet.org Dan Farber suggests: “Who knows, one day… Zuckerberg could try running a real country.” Internet.org is the latest promotion campaign Facebook, Samsung, Ericsson, MediaTek, Nokia, Opera, and Qualcomm to connect every person in the world to the Internet. The group wants to bring Internet access to the roughly two-thirds of the world’s population who aren’t connected.

They show a lot of ambition but have no Specific, Measurable, Attainable, Relevant, nor Time-bound plan of realisation. Though this is what you would expect from engineers. Is this mere a reaction on Google’s blue-sky scheme, Project Loon, a plan to deploy Wi-Fi-transmitting balloons over the world’s most remote areas, as some say?  Of course competition plays a part, but there is more. It is about social engineering and it is about time people start to realise that.

De oude Grieken in Athene ontwikkelden als eersten een direct democratisch bestuur. Vele eeuwen later in de Verlichting werd hun project, zij het slechts gedeeltelijk, terug opgenomen. Tijdens de  Franse Revolutie die begon in 1789 werd een eerste versie van de Mensenrechten neergeschreven maar het concept van democratie bleef achter tegenover dat van Athene.

De Egyptische Revolutie en het gebruik van Sociale Media

Reeds in 2000 kwamen jongeren in Egypte op straat om hun solidariteit te betuigen met de tweede Intifada in Palestina. Dit jongerenprotest was nieuw. Overal in Egypte ontstonden solidariteitscommités. Na de inval in Irak in maart 2003 vormden ze de ruggegraat van het Egyptisch anti-oorlogs protest. Een spontane en massale betoging had plaats op 20 maart 2003. De grootste betoging in de geschiedenis van Egypte.

In de Duitse geschiedenis staat de Weimarrepubliek geboekt als de eerste Duitse democratie, maar duurzaam was ze niet. Na de nederlaag in de Eerste Wereldoorlog wees de legerleiding elke verantwoordelijkheid in het debacle af en liet de vredesonderhandelingen over aan een burgerregering waarin de SPD de leiding kreeg. De conservatieven weigerden echter de nieuwe Republiek te steunen.

The functioning  if the INADs centre 127ter in Steenokkerzeel,   replacing 127bis is detailed in  Charlotte Lebbe Masterthesis: “De terugkeer van de grenzen. Een biopolitieke blik op Fort Europa”. It was rewarded with the ‘Karel Verleye Price’ but is kept out of the public eye.

Her research is one of the rare scientific inquiries into the practices of the guards of the affluent society. The architect who drew the originals of the new centre and delivered them to Charlotte Lebbe for scanning required her to sign a contract before allowing her to scan the plans. This contract mentioned  that the copies of the plans could not be published  under any circumstances. Why is it hidden?

Inadmissible refugees, when stopped at the border, are incarcerated in the new centre close to the airport of Zaventem, on international enclave territory,  even before they can request asylum. So they never enter Europe in a legal sense and can be returned without notice.

But also those that succeed to enter Europe are mostly refused asylum. Only 21,4% of asylumseekers were granted shelter in Belgium in 2010, the remaining all receive a command to leave the territory? They are hidden for the public  in 127ter before they are forced on an airplane for deportation .

The new building is structured like a panopticon. The Panopticon is a type of prison building designed by English philosopher and social theorist Jeremy Bentham in 1785. The concept of the design is to allow an observer to observe (-opticon) all (pan-) prisoners without the incarcerated being able to tell whether they are being watched, thereby conveying what one architect has called the “sentiment of an invisible omniscience (source: Wikipedia).

In her thesis Charlotte points plenty of times to Didier Bigo, who pictures the whole situation as a Ban-opticon,  guarding watching and making invisible those that are banned while remaining invisible as guards. The idea is also that one can be inhumane as long as nobody notices it.
